Lin Xianjiang, Chinese Ambassador to Dominica Attended Signing Ceremony of Implementation Agreement on the Post Hurricane Maria Schools' Reconstruction Project

On March 23, 2022, Chinese Ambassador to Dominica Lin Xianjiang and Minister of Education of Commonwealth of Dominica Octavia Alfred jointly attended the Signing Ceremony of Implementation Agreement on the Post Hurricane Maria Schools' Reconstruction Project. Pan Zhaohui, Head of Economic and Commercial Affairs of the Embassy, and Chandler Hyacinth, Permanent Secretary of the Ministry of Education, signed the implementation agreement on behalf of both parties.

Ambassador Lin reviewed three historical moments of the Schools’ Reconstruction Project: On April 27th and May 20th, 2020, the two governments signed the Exchange of Notes and ensured the basic content of construction; In December 2021, the two governments signed the Supplementary Exchange of Notes for additional content of construction. Today, the Agency for International Economic Cooperation, Ministry of Commerce of the People’s Republic of China will sign the Implementation Agreement of the Project with the Ministry of Education,Human Resource Planning, Vocational Training and National Excellence of The Commonwealth of Dominica.

Ambassador Lin stated that education is the foundation for a country, and it’s related to the future of the country. The school’s reconstruction project is a major livelihood project after Hurricane Maria. It has attracted national concern and is also a key project aided by China. We sincerely hope to help with Dominica's social and economic development and the improvement of people's lives.

The Minister of Education of the Commonwealth of Dominica marked that signing the Implementation Agreement is another milestone in the process towards the reconstruction of schools. This project is in keeping with the Strategic focus of Education and National Resilient Development Strategy standards. Thanks for the Chinese positive response to Dominican requests. Signing the Implementation Agreement symbolizes and acknowledges the relationship and continued partnership between two governments, and is a tangible demonstration of the People’s Republic of China’s commitment to the economic development and progress of Dominica.
